BYLAWS OF THETA-EPSILON CHAPTER-TKE

Article I-- Pertaining to these bylaws

Section 1. This chapter shall recognize as binding each and every provision or amendment of the chapter by-laws of Theta-Epsilon chapter.

Section 2. These by-laws may be amended or repealed by a simple majority vote of the chapter at any constituted meetings of the chapter, under the following provisions:

a. Amendments shall take effect at the time of their passage, but shall not be retro-active.

b. Amendments shall be proposed in writing, signed by their author and his second.

Section 3. Any necessary interpretation of the meaning of any of the provisions these bylaws, arising through ambiguity or generality, shall be made by the Epi-Prytanis.

Article II--Meetings

Section 1. Regular meetings shall be held weekly during the academic year. they will be held in the chapter house every Monday evening at a time specified by the Prytanis.

Section 2. A quorum must be present at all meetings, both regular and special.

Section 3. Only the business for which the special meeting was called can be transacted, unless all members are present.

Section 4. Attendance.

a. Two unexcused absences in a quarter will constitute an offense subject to suspension of the right to vote at meetings.

b. An officer shall automatically forfeit his office upon two unexcused absences in a quarter.

Section 5. Motions.

a. All motions shall be carried by a majority of members present and voting, unless otherwise stated in these bylaws.

b. Any motion is null and void, even if adopted, if it conflicts with the laws of the land, the administrative rulings of the school, or the laws of the national constitution.

c. All main motions must be presented to the prytanis in written form before or during the meeting.

Section 6. No member may leave the chapter room or house during the meeting without obtaining permission from the prytanis.

Article III--Officers

Section 1. To be eligible for an office, a person must have an accumulative grade point average of at least 2.00.

Section 2. Second quarter actives can hold any office except prytanis, epi-prytanis and hegemon.

Section 3. Attendance at all officers' meetings is mandatory.

Section 4. The prytanis, hegemon, crysophylos and hypophetes must live in the house.   The epiprytanis, pylortes, and grammateus may live outside the house.

Section 5. The election of Chapter officers shall be held at the end of every other quarter of the school year, except that of the crysophylos.  The hegemon will be elected each quarter. Except in case of unanimous consent election shall be by ballot and a majority of all votes cast shall be necessary for a choice. If there is no election on the first two ballots, for each subsequent ballot, the name of the lowest candidate will be dropped.

Section 6. The only office to be held for one year will be that of crysophylos; election of the crysophylos will be held in May.

Article IV--Membership

Section 1. If any member, having withdrawn from school, reenters the college as an undergraduate student, he shall immediately become an active and will be entered on the books of the chapter and will assume financial obligations pertaining to his active status under the bylaws of the chapter.

Section 2. Upon graduation from college, a member becomes an alumnus member, entitled, when in good standing, to the hospitality of the chapter, and to such rights and privileges as apply to alumni; he is subject to the jurisdiction of the chapter and responsible to it for his conduct and for the discharge of any unpaid obligations to the chapter.

Section 3. A member may be declared not in good standing by three-fourths vote of the chapter.  Members not in good standing may not have the right to vote at meetings, to be heard in meetings, or to hold an office.

Section 4. Petitions for inactive status will be brought before the officers' meetings or at least three(3) officers including the prytanis for review before being brought to the active chapter.  Actives need not read their petitions for inactive status at an active chapter meeting as long as a written and signed petition of clear intent has been turned in by him.

Section 5. Inactives

a. No participation in any social function, team or group activity which is reserved for active members, or any organized function which will cost the house in any way, with exceptions to be made by the prytanis.

b. No use of house equipment except for accomplishing work on the house or for a chapter pre-set goal.

c. No charging or the privilege of eating house food or meals designed for the active members.

d. Inactives are welcome at chapter meetings provided they are appropriately dressed according to the chapter's current bylaw. Voting privileges will not be recognized.

Section 6. A frater may not go inactive and active in the same quarter, exceptions to be made by only by the prytanis.

Section 7. The grade point necessary for a first quarter freshman to go active must be 2.00, and the grade point average necessary for anyone other than a first quarter freshman to go active, be a 2.00 overall grade point average at all colleges.

Section 8. All active graduate students will be given the following rights and privileges:

a All rights and privileges of undergraduate actives.

b. Not required to attend rush functions, work parties, or meetings.

Section 9. All married actives will have the same rights and privileges as graduate students. listed above)

Article V--Finance

Section 1. At the beginning of each quarter, the persons living in the fraternity house must pay the first and last month's total fees for that quarter.

Section 2. The fees mentioned in Section 1 may be paid one half in advance and the balance in a promissory note due on the 10th of the last month of the quarter.

Section 3. Promissory notes may be signed for any debt incurred to the chapter, with chapter approval.

Section 4. For quantities of $50.01 to $100 a note may be signed payable on demand   on the 10th of the last month of the quarter for which it was incurred.

Section 5. No member will purchase any article with fraternity funds without the permission of the prytanis or crysophylos or his assistant.

Section 6. All delinquent funds will be turned into promissory notes.

Section 7. A $3 per month assessment, beginning at the start of the school year, will be levied on all actives; this money will be returned to each active just before the Corinthian Ball each year.

Section 8. A parlor fee of $5 per quarter will be charged all actives living outside the house.

Section 9. Neophytes will be billed the same amount as actives.

Section 10 the chapter cannot bill a man for any time he isn't active.

Section 11 Dues for an active will be double the normal rate the first month of the quarter( or the first month he is active), the regular rate the other months, and nothing the last month.

Section 12. Active members shall be excused from all current billings and financial obligations upon receipt by the prytanis of a valid petition for inactive status. furthermore, the same actives shall also forfeit all rights and privileges of active status pending the final decision on their petition.

Section 13. Dues will be a total of $17.50/month(in house active), $18.00/month if out of house active.

Section 14. Cost of room is raised by $5.00 to a total of $45.00/month for room.

Article VI--House

Section 1. There will be no swearing on the entire first floor.

Section 2. Inactive members will not be allowed to live in the chapter house during the regular academic year unless the house is not full. If any inactive is granted inactive status while living in the house, he may live out the remainder of that quarter in which he went inactive.

Section 3. should a man complete pledgeship in this chapter, but not have the necessary grades to go active but remains in attendance at this college as a dully enrolled student, he will be given two quarters in which to make up his grades. Failing to do this he will be automatically dropped from the fraternity, without a vote from the chapter. During this "Neophyte" period he may live in the house if he chooses and there is room for him.

Section 4. Work parties will last from 10:00 a.m. to 12:00 p.m. on Saturday.

Article VII--Pledgeship and Rush

Section 1. The pledge class will not be given any instructions to take any type of action against any individual within the fraternity.

Section 2. See Article VI section 3.

Section 3. No pledge will be allowed in or around the house during a ritual or during the hegemon's report in an informal meeting.

Section 4. No copy of any pledge quiz, midterm, of final will be allowed out of the house.

Section 5. No pre-initiation ordeal, commonly known as "Hell Week," will be tolerated.  The pledge training program will list the activities to prepare the candidates for initiation.

Section 6. All rush functions will be mandatory; only work or classes will constitute a valid excuse.

Section 7. An active can bring a rushee or a free dinner any time.

Article VIII--General

Section 1. All official mail addressed to the chapter shall be opened by the prytanis. He will immediately place it in the proper hands for attention. Carbons of all letters shall be made and filed. All official letters shall be read by the prytanis before mailing.

Section 2. All books, magazines, or papers that are the property of the chapter shall not be taken from the house.

Section 3.All damage resulting from rough-housing in the house will be paid for by those participating in the rough-housing; charges for damage will be entered on the books and treated as any other account.

Section 4. This chapter shall have power to give, each month, an award to be called the TEKE of the Month award.  It shall be awarded on the first regular meeting of each month.  The nomination will be made and secret ballot will be used in the decision.   There shall be a wall scroll for each TEKE of the Month to sign and each individual recipient of the award will receive a certificate of award.

Section 5. The chapter will present each sweetheart with a sweetheart pin which she may keep.

Section 6.Upon the vote of the active chapter, any member permanently leaving active status for any reason may be awarded some form of recognition for outstanding service to the chapter.

Section 7. Any member who was active during a quarter when grade points were being counted for an award and is no inactive or now an alumnus will stand eligible to receive the scholarship awards.

Section 8. All inactives will be invited to the Luau at a charge of $5.00 per couple.

Section 9. All inactives and alumni will be invited to the Corinthian and will have to carry the expense of dinner for him and his date.

Section 10 fines for missing work during registration week will be $1 per hour on the basis of a 5 hour working day, with a total of 25 hours possible.

Section 11. The chapter dinner will be held on Wednesday night.

Section 12. Chapter Marijuana policy:

There will be no marijuana possessed  or used on Fraternity property  or at any social function sponsored by the fraternity. the penalty for violation of these regulations are: 1) In house actives will be given 24 hours to move out. 2) Out of house actives will be put on 10 weeks suspension, 3) Pledges will be depledged, and 4) inactives will be no longer allowed at fraternity functions or at the house.

Section 13. All actives, neophytes, and pledges are required to wear a shirt and tie on campus on Monday, when the chapter has a meeting.  The only exception to this rule shall be if a member has either a lab or physical education class.  Secondly, a shirt and tie will be e required at all Monday meetings of the fraternity and all Wednesday night dinners.  Turtlenecks are included as proper attire.
